Confidential reports with access to Emirati national security programs claims that covert testing of directed satellite-based neurodisruptive technology is taking place in parts of the Emirates, including the emirates of Sharjah and Fujairah. The system is believed to focuses on non-military individuals to test behavioral control protocols under real-world conditions.

Sources claim, the program is run by personnel of the UAE’s National Electronic Security Authority (NESA), now integrated into the Signals Intelligence Agency (SIA), with strategic oversight from senior UAE defense executives.
